History - Geography National Competition (update)

60 competitors from the branches of the National Deaf Persons Association took part on April 30, 2011 at the largest general knowledge contest for people with hearing disabilities. The subjects, developed in Bucharest, consisted of 35 multiple choice questions from the history and geography of Brasov county. The big prize was won by a team from Galati and the winners of the second and third place were from Craiova and Constanta. And because work is followed by fun, the contestants had the opportunity to visit Brasov and Poiana Brasov with a double-decker bus provided by the County Council. Brasov County Agency for Persons with Disabilities was present at this event as a member of the jury.

History - Geography National Competition

The National Deaf Persons Association is organizing, on April 30, 2011, the History - Geography National Competition. This contest is held annually, at this edition being enlisted 60 people, members of local branches. This year's event will take place in Brasov, at the headquarters of the Deaf Association, De Mijloc Street, no. 9, starting at 10:30.

The first Protected Unit founded by a partner

The Blind Persons Association Brasov is the first A.J.P.H. partner that founded a protected unit where currently are working to blind persons. The unit named Profinev-Massage is operating under authorization no. 747/28.01.2011 issued by the Ministry of Labour, Family and Social Protection and is providing medical massage servicesand other products and services on partnership basis.

Debate on Government Ordinance 84/20.09.2010

On 24 February 2011 took place, in room 120 of the Brasov County Council, a public debate on Government Ordinance 84/20.09.2010 amending Law 448/2006 for the protection and promotion of the rights of persons with disabilities. The meeting was coordinated by The Agency for Persons with Disabilities having as guests Viorica Puiu - President of the Brasov Syndicate of Personal Assistants, Victoria Hagianu - President of the Federation of the Syndicates of Personal Assistants and Sebastian Grapa - Chairman of Committee no. 7 for Health, Child and Adults Protection of Brasov County Council. It was reported that the amendment of Articles 42 and 44 of Law 448/2006 is in the detriment of personal assistants and Mrs. Hagianu presented the efforts made to remove these articles of the law.
In Article 42 after paragraph (6) it is inserted a new paragraph, paragraph (7), as follows: "(7) If the employer cannot provide the employment of the personal assistant, it is granted the allowance provided in paragraph (4), regardless of the option expressed under paragraph (1) and (4)."
In Article 44, the introductory part and point (a) are amended as follows: "The local authorities referred to in article 43, paragraph (2) are required to: (a) employ and remunerate the personal assistant of the person with severe disability, under this law."
The second part of the debate focused on the rights and facilities of the personal assistants and solutions have been proposed to better inform them.
The conclusions of this action will be forwarded to the Ministry of Labour, Family and Social Protection.
Superior Commission for the Evaluation of Adults with Disabilities

On 16 December 2010 have been approved, by Order 1736 issued by the Ministry of Labour, Family and Social Protection, the rules of organization and functioning of the Superior Commission for the Evaluation of Adults with Disabilities. The Order came into force on 11 January 2011.
Also by Order 1508 of 1 November 2010, entered into force on 5 January 2011, has been approved the national list of specialists in medicine, psychology and social assistance that can take part in the revaluation of adults with disabilities.

AJPH work meeting

Tuesday, 21 December 2010, at the headquarters of the Deaf Association, was held a work meeting with AJPH's partners for evaluating the joint activities and setting the priorities for 2011.
We thank all our partners who supported us during 2010 and hope for a fruitful future collaboration.
Clarifications regarding some rights of persons with disabilities

Due to the large number of requests we wish to make some clarifications regarding the rights of persons with disabilities.
According to OUG 50/2008:
- 2, b) From the payment of the pollution tax are exempted vehicles modified to be driven by persons with disabilities and vehicles modified for the transport of persons with severe or increased disabilities, as these persons are defined in Law no. 448/2006 regarding the protection and promotion of persons with disabilities, republished, with subsequent amendments.
- 3 The exemption provided in paragraph 2, letter b) applies only for purchasing a single vehicle within five years and when the vehicle is owned by the person with disabilities.
- 4 Special modifications made to the vehicle are entered by the Romanian Auto Registry in the identity card of the vehicle. The list of special modifications made to the vehicles will be approved by the minister of transport and infrastructure.
- 5 Vehicles with automatic transmission do not fall within the category of those exempted from the tax.
According to Law 448/2006:
art. 26 Persons with severe or increased disabilities benefit of the following fiscal facilities:
- c) Exemption from paying the tax on cars, motorcycles with sidecars and motorcycles adapted for disabilities.
- 1 Adults with severe or increased disabilities can benefit from credit whose interest is supported from the state budget, through transfers from the budget of the National Authority for Persons with Disabilities to the budgets of the general departments for social and child protection, under a contract regarding the interest payment for the purchase of one vehicle and for adapting a house to the individual access needs, subject to payment at maturity of the loan rates and also provided that the loan does not exceed 10 years. For purchasing vehicles adapted for the transport of persons with disabilities non-transferable, dependent of a wheelchair, the loan may not exceed 20.000 euros for a period of 15 years.
art. 28 Persons with disabilities, owners of adapted vehicles and people who take care of them benefit from exemption from paying the fee for using the national road network provided by OG 15/2002 regarding the introduction of a tax for the use of the national road network in Romania, approved with amendments by Law 424/2002.
art. 29 The amounts for the right referred to in art. 28 is supported from the state budget through the Ministry of Transport.
The Joy of Christmas

Tuesday, 14 December 2010, was held at Reduta Cultural Center the show "The Joy of Christmas"- charity concert organized to raise funds for the renovation of the Deaf Association headquarters. The artistic program was interpreted by Concentus Choir, Brasov Music College Choir, Kronstadter Symphony Orchestra and the Folk Dance Ensemble of the Deaf Association.

Violins, fanfare, traditional German dances, theatre, exhibition of objects made by Rafael's beneficiaries. This is the way the foundation will meet the Christmas together with their guests. With love and joy we expect you Thursday, 9 December 2010, starting at 17:00 at the headquarters of the foundation - Llibertatii Street, no. 22A, Codlea, to join this festivity.
The gifts for the beneficiaries of the center will be provided by the County Agency for Persons with Disabilities, Brasov's public institution which is always receptive to the initiatives of the NGOs in the county. AJPHBV's forum has been launched

The UN Convention regarding the Rights of Persons with Disabilities has been ratified

On 19 October 2010 the Romanian Parliament approved the ratification of the UN Convention regarding the Rights of Persons with Disabilities.

Fishing competition for people assisted by partner organizations

On 14 August 2010 The County Agency for Persons with Disabilities has organized a fishing competition, participants being persons assisted by partner NGOs. The competition took place at Lake no.3 from Doripesco Vadul Rosu Complex.

Partnership contract signed between AJPHBV and its partners from Brasov County
On 7 July 2010, in premiere at county level, was signed under the coordination of the Agency a Partnership Framework Agreement between 10 NGOs working in the field of persons with disabilities. The County Agency for Persons with Disabilities together with its partners aims to introduce and develop at county level quality social services for persons with disabilities by attracting European funds, services to be provided in the community and signing this contract represents a first step towards developing these services.
ANPH has been abolished
According to the Emergency Ordinance no. 68 from 30 June 2010 the National Authority for Persons with Disabilities has been abolished, its activity being undertaken by the Ministry of Labour, Family and Social Protection within the general Direction for the Protection of Persons with Disabilities.
